MASSACHUSETTS LEGISLATURE.

Address to the people.--The committee who had under consideration the message of his excellency the governor, communicating a declaration of war against Great-Britain, reported an address of the House of Representatives to the people of Massachusetts.

The address is against the war, and recommends the preference of the friends of Peace to office as the remedy, while all constitutional duties are submitted to.

The subject was debated yesterday afternoon, and will be resumed this morning.
