True Doctrine.
[From the Louisville Courier.]
Colonel Boyer, in his speech to the Democracy at Columbus, Ohio, a synopsis of which we publish to-day, took true Democratic ground in reference to the Southern States. Those States, he contended, have legitimate State Governments, and no Senator, no Representative in Congress, and no Presidential elector, chosen by a franchise forced upon the people by Congressional usurpation, should be respected or recognized. This sentiment has the ring of the true metal about it. It is the theory of the Constitution, and the only one upon which white supremacy and Republican Government can be maintained. It is the true solution of the reconstruction problem-the clue by which the nation may effect a safe and honorable escape from the intricacies of the worse than Cretan labyrinth in which it has become involved through the traitorous wiles of Radical conspirators.
We recommend to such weak-kneed brothers as would dally with compromises the bold stand against the whole of the so-called reconstruction policy taken by Col. Boyer and the sterling Democracy of Ohio. With them there is no shrinking from the true issue. They see in reconstruction, so-called, an attempt on the part of a Radical Congress to perpetuate party ascendency by usurping power over the governments and people of ten States, and by the establishment of negro supremacy, and they treat it accordingly.
Let it not be forgotten that, as Col. Boyer says, the only legitimate State governments at the South are those which have been established by the people, and consequently that all congressional legislation based upon the pretended abrogation of such State governments is wholly unconstitutional and invalid.
