Portuguese and Spanish America.
We hope the change of the government of the Brazils may prove to be to the advantage of the people, and be permanent. But we must confess it looks rather farcical, for a king to give a constitution to his people of a morning, before he has time to take off his night cap: and for king, prince, and people, all to swear to said constitution, although it is neither made, nor to their knowledge, have the great leading principles of it been settled. What will be the force of a constitution sworn to and subscribed in blank!
