"Resolved, That the Secretary of the Treasury be directed to prepare and report to the Senate, at their next session, a plan for the application of such means as are constitutionally within the power of Congress, to the opening of roads, for removing obstructions in rivers, and making canals, together with a statement of the undertakings of that nature, now existing within the United States, which, as objects of public improvement, may require and deserve the aid of the Government." Submitted Feb. 23, 1807.
This was the first proposition in relation to Internal Improvements, and drew forth Mr. Gallatin's celebrated Report on that subject, which may be regarded as the corner stone of the temple.
Mr. Adams, therefore, so far from being the enemy of the system, as some of his opponents have laid to his charge, is entitled to be considered as the originator of it—the Columbus of a new world of Improvement.
