It is to be hoped that the American state governments will take the hint pretty broadly made in the report offered by Gen. Smith (of Md.) to the Senate of the United States on the subject of the militia. There can be no better characteristic of individuality, nor any greater security against a Consolidation of the states than an efficient organization of the militia by each commonwealth separately. And every idea of patriotism invites them to the task, which they cannot perform too well nor too soon.
