FEDERALISM STILL DECLINING.

Connecticut Election--Return from 51 towns have been received, which give a majority of 615 for Mr. Wolcott, over Gov. Smith, the Federal candidate. Mr. Ingersoll, who was supported by the republicans for Lt. Governor, is undoubtedly elected. The whole number of towns is 118, which gave last year for Governor Smith, 3177; Mr. Boudinot, 4875; and scattering, 712; federal majority, 2558. Hartford has elected republican members of Assembly. Litchfield, New-London, Fairfield, Lyme, and other towns, hitherto federal, are also republican. Fairfield county, of 28 members, has returned 22 Republicans.
