A circular invokes the aid of the World in behalf of a movement for "a national recognition of God in the Constitution of the United States." This brings up the question whether there is any "recognition" of the Constitution? Only last Saturday old Thad. Stevens, one of the managers to impeach the President for high crimes and misdemeanors against the Radical party, boasted, as he has done before, on the floor of the House that the reconstruction acts were "outside of the Constitution," and he can say the same thing of most of the remaining acts of his party. Consequently, so far as national legislation is concerned, we now live and move and have our being under a "higher law" than the Constitution, and this new attempt at "a national recognition of God in the Constitution of the United States" looks like an irreverent effort to put the Deity in a place where the Radical leaders would never encounter him.-New York World.
