What is this article about?
Water levels in the Brandywine are at their lowest in 35 years due to a dry spell, causing mill owners like Jessup & Moore to shut down and the water works to suspend operations. This highlights the inadequacy of relying on the creek for city supply, criticizing a prior proposal by the Messrs. Bancroft.

On Saturday Messrs. Jessup & Moore were compelled to shut down, and did not have enough water all that day for bleaching purposes. The same day the water works had to temporarily suspend operations as there was not enough water to run the pumps.
This shows rather clearly that at this time there is not enough water running down the creek to supply the city were the city dependent upon this for its supply, and demonstrates the fallacy of securing the supply from further up the creek as proposed by the Messrs. Bancroft some time ago. Had the plan proposed by the Messrs. Bancroft been adopted and at once put into operation the city would now have an inadequate supply of water, and some sections would be experiencing a water famine which would last during the continuation of the present dry spell.
