Yesterday afternoon arrived the schooner Calypso, West, 9 days from Liverpool. By this arrival London papers are received to the 21st of April. The letter bag not being delivered at the Post office last evening, we did not receive our regular files. But we understand that things remained nearly as they were at the last accounts. The Continental armies were in motion from various quarters. Prince Murat had declared for Napoleon, and every thing indicated impending war. Capt. West politely handed us a few papers that were in his possession; latest dates, Liverpool, April 9th, and the London Statesman of April 11. Their contents have been principally anticipated. We have, however, made a few extracts.
London, April 11. It is reported at Paris, that Talleyrand, though in the number of those exempted from the amnesty proclaimed at Lyons, has made his peace with the Emperor. Talleyrand would certainly be a valuable acquisition to the Government of Napoleon, as he is in possession of all the notes, minutes, and secrets, of the Ministers at the congress. The Duchess Dowager of Orleans, and the Duchess of Bourbon remain at Paris, and Bonaparte has settled on them pensions for life of 300,000 livres per annum! Troops continue to embark, and ammunition to be sent off with incessant activity to the continent. At Harwich, Dover, Deal, and Ramsgate, embarkations take place daily. The 16th dragoons embark at Dover to-day, and the 7th hussars.
Second edition, 5 o'clock: We have this moment received the Paris papers of the 5th instant—their contents are of little importance. The Moniteur contains a long intercepted correspondence between the duke and the duchess of Angouleme; and the king of Spain, soliciting assistance; and that the Spanish troops might be ordered immediately to enter France. There is also a decree of the emperor Napoleon, which states, that the laws created by the National Assemblies, applicable to the Bourbons, are to be executed according to their form and tenor; and that all persons who have accepted ministerial employments under Louis are not to come nearer Paris than 30 post leagues.

The 10th number of the Bulletin of the Laws, contain a Decree, signed at Lyons, on the 12th ult, by the emperor, granting a full amnesty to all persons implicated in calling in foreigners in the year 1813, and assisting the plans of invasion, dismemberment, &c. with the following exceptions; viz. Sieurs Lyncch, de la Roche, Jacquelin, de Vitrolles, Alexis de Noaills, the Duke of Ragusa, Sosthene de la Rochefoucait, Bourienne, Bellart, the prince of Benevento, Count de Bournonville, count de Jaucourt, the Duke of Daiberg, and the Abbe de Montesquieu. The property of these individuals is ordered to be sequestrated. They are to be brought to trial, and in case of condemnation, are to suffer the penalties inflicted by the criminal code.
