In the House of Delegates, the order of the day being a bill to provide for the completion of the Covington and Ohio railroad was taken up. Whereupon,

Mr Fauntleroy moved that the said bill be passed by, with the view of considering the Winchester and Potomac Railroad bill. The motion was rejected--ayes 61 noes 64.

The pending question being on the motion of Mr. Chapman to amend the Senate bill by providing that $1,000,000 should be appropriated and expended in the year 1860,

Mr. Martin proposed to amend the amendment by striking out "$1,000 000" and inserting "$500,000."--rejected.

Mr. Thompson proposed to amend the pending amendment by providing that "one-half of the amount herein appropriated be applied to the construction of the road from its Western terminus Eastwardly."

Mr. Chapman proposed to substitute for Mr Thompson's amendment, a clause to provide that the amount appropriated should be expended in such manner as the Board of Public Works might determine.

The Speaker ruled the amendment out of order.

The question on the adoption of the proviso was put and determined in the negative, yeas 30 nays 103.

Mr. Ward then offered the following proviso.

Provided, one half of the said $100,000 be expended in constructing said road from its western terminus eastward.

This proposition was rejected--yeas 34 nays 96.

Mr. Thompson then moved to strike out that clause of the bill repealing the 3d section of an act passed in 1853, relative to the Covington and Ohio Railroad. The motion was rejected.

The question then recurred on the amendment submitted by Mr. Chapman.

Mr. Rutherford remarked that he would vote upon this as on every other amendment, according to his judgment, and the gentleman from Monroe could not make a test for him. The roll was then called with the following result:
