Every Republican office holder knew in his heart of hearts when the Democrats came into power that, civil service or no civil service, his official life hung by a thread. It has been so from the beginning, and will be so to the end. When, therefore, the president sharpens his axe, the partisans, offensive and inoffensive, know the reason why. They are, or ought to be prepared for it. Should the Republicans recapture the white house in 1888, every official who ever courted a Democratic girl will have to step down and out.
