A NUMBER of gentlemen here, who have the means, enterprise and taste to carry out successfully anything they attempt, have taken in hand the fair grounds and race course. The plan for the proper arrangement and adornment of the first and the preparation of the latter has been made by a competent engineer and landscape gardener, and it is the design of these gentlemen to put these institutions upon such a basis as will for the future make them the pride of the state. The HERALD will take another occasion to enter into particulars and set forth the plans of the new departure.
