Some of the Republicans about here say that Howard's bogus proclamation, published some weeks back in the New York papers, ought to have been accepted as more than genuine. Lincoln, it will be remembered, was represented therein as saying that he should call for three hundred thousand more men. The Loyal Leaguers in this vicinity insist that he shall at once call out a million. They say that they are bound to put the rebellion through, and that Mr. Howard, although a forger and a scoundrel, is far in advance of his respected excellency, the President, on this question.
