Philadelphia, October 27.

ELECTION OF MAYOR.

In select and common council yesterday, a letter was received from Jonathan B. Smith, Mayor elect, intimating his determination to decline the acceptance of the honor conferred upon him. Upon which the councils proceeded viva voce to the choice of mayor. Previous to this, however, a certificate was produced and read, declaring Mathew Lawler duly commissioned and sworn an alderman of the city of Philadelphia. Upon calling the votes, there appeared for Mathew Lawler, 23 for John Clement Stocker, 8 votes-- so that the former is duly elected Mayor of the city.
