FROM VERA CRUZ.
By the schooner Fly, capt. Boyer, arrived on Monday evening from Vera Cruz, we received the Diario of the 30th November, in which we find an address from a Council of Government, calling themselves Junta Nacional Instituyente, to the Mexican Nation.
We infer from its contents that the Refractory Congress had been dissolved by an Imperial Decree and that after their dissolution this Council, composed of the members of the Congress favorable to the interests of Iturbide, had been convoked and were exercising the Legislative power under his direction.
In this address they speak of their efforts to introduce a system into the government, in the different departments of finance, justice and war, and of their labor in forming the project of a constitution, which is to be submitted to the representatives of the nation, who are shortly to be called together.
The address is dated at Mexico, 13th November, 1822, and signed by Juan Francisco, Bishop of Durango, as President.
