PORTSMOUTH, Jan. 17.

Extract of a Letter from a House in England to their Friend here.

" - We were in Connexion with the present Ministry to have done America and Americans Service; and as a Prelude to what was further intended, a Frigate was under Orders, for America and the West-Indies, to have taken away those rigorous Measures- and you would have had Government winked at a Trade to the Spanish and French West-Indies, and back with Produce of America, but no European Goods on Confiscation of Cargo.- This was a good Prelude to the Repeal of the Stamp-Act, but now what will be done after all the Outrages committed, we cannot say until the Meeting of Parliament."
