AT LAST FINDS DEFENDER

WASHINGTON, Sept. 20 (by Associated Press).—First Assistant Postmaster General Koons and President Martin Morrison of the civil service commission, testifying yesterday as witnesses before a sub-committee of the senate committee on postoffices and post roads, denied the charges of Charles Galloway, former member of the commission, to the effect that Postmaster General Burleson is debaucheding the civil service by interference in the selection of postmasters.
