"Buenos Aires, Nov. 19, 1821."
"By the brig Homer capt. Phillips, via Baltimore, I take the liberty to send you a few of the papers of this city. Annexed is an extract of a letter received by a commercial house in this city, giving an account of the capture of Callao."
"Santiago, Nov. 19."
"On Thursday last arrived per a Chilian brig, the glorious news of the fall of Callao. General Canterac and the royal army, who had thrown supplies into the forts, remained but a few days under the walls, long enough, however, to consume all the provisions they brought with them, and to reduce the garrison to the greatest want. The Spanish army then marched off in the direction of Jauja, and were not molested by Gen. San Martin. Immediately afterwards the Governor (La Mar) of San Philip sent a deputation offering to capitulate, (the terms of which was accepted by the patriots,) as follows: The Spanish garrison to march out with the honors of war, to be allowed two months to recruit their health in Lima, in which time they were at liberty either to join Laserna or remain neutral; the other officers during which time were allowed to wear their side arms. The capitulation took place on the 21st and 22d September. The garrison it is said to have amounted to 600 or 800 invalids. Ammunition and every munition of war were given up without receiving the least injury, amongst other articles, 40,000 stand of arms are said to have fallen into the patriots' hands.
At present, Guido is the acting Governor of Callao, and the greatest tranquillity reigns at Lima. Vessels were not permitted to commence discharging till the 8th inst.
When the report reached Lima of Canterac's approach, funds to the amount of five or six hundred thousand dollars were embarked on board the shipping at L'Ancon. Lord Cochrane had for some time been making every exertion to endeavor to procure money for paying off his sailors without avail; upon hearing this amount was on board the different transports, he went to L'Ancon in the O'Higgins and Esmeralda, and forcibly took possession of the whole sum, notwithstanding strong representations from the General. He immediately commenced paying off all the ships.--Report says he has not dared to put his foot on shore since."
