Lt. Maugans is the daughter of Mrs. Noel J. Allen, of Enonville, and the late Mr. Allen. Her husband, Lt. Cdr. Frank Q. Maugans, is assigned to the Navy department's bureau of supplies and accounts in Washington, D. C.
She graduated from Longwood College, and has been in the WAVES since 1952.
