A body of New-Hampshire conscripts, which by Governor Plumer, have been put under the orders of Major Upham, of the United States army, have been marched out of the limits of their own State into the State of Massachusetts, and stationed at Fort M'Clary, in the town of Kittery; though the Constitution of New-Hampshire provides that the Governor shall not oblige the inhabitants to march out of their own State, without their consent or that of the Legislature. Query. Is this an invasion of Massachusetts, or has our Governor consented to the entrance of foreign troops?
