Extract of a Letter from Madrid, March 23.
"About a Year ago, the Embassador from this Court at the Hague, presented a very full and circumstantial Memorial to their High Mightinesses, containing Complaints of an illicit Correspondence carried on by the Governor of Batavia, with the Inhabitants of the South-Coast of New-Spain; in which Memorial, the Facts were not only very clearly stated, but the Proofs also, which the Court had received from the Governor of the Philippines.
"The States General excused themselves at that Time from giving any Answer to the Memorial, as they were entirely Strangers to its Contents, and could not receive full Satisfaction in Regard to them, without causing Enquiries to be made in the Indies. The Court believing that a sufficient Time had been allowed for that Purpose, renewed lately her Orders to the Minister at the Hague, to demand a categorical Answer to that Memorial.
"In Pursuance of these Orders, as we are lately informed, our Embassador had, not long ago, a particular Audience, at which he declared, that the Court being absolutely sure of the Fact, and the Conduct of the Governor of Batavia, being equally incapable of Justification or Excuse, his Catholick Majesty expected a speedy and adequate Satisfaction, failing of which, Spain would look upon the Treaty of Westphalia, as broken and rendered void; which would be a Thing of infinite bad Consequence to the Republick."
