TUESDAY MORNING, MAY 2. 1826
Joseph K. Angell, Esq. of this town, has issued proposals for the publication of a valuable treatise "On the Right of Property in the Sea, Arms of the Sea," &c. "and in the soil and shores thereof," to be accompanied with the principal adjudged cases on those subjects.— The treatise will contain an exposition of the rights of fishery in salt and tide waters, which include the right of taking shell fish on the shore at low water—the right of the proprietors of estates adjoining salt and tide waters to sea weed— the right to alluvion increases, or additions made to the land by earth thrown up from the water— the right to the soil from which the water has receded—and the right of the owners of the land adjoining salt and tide waters to make artificial embankments in and upon the same, such as wharves, &c. : also of the right to wrecked property thrown on the shore, and the amount of salvage to be allowed to the finder on restitution. There are few, if any States in the Union, where a correct view of these subjects, and a general knowledge of them, is of more importance to landholders as well as to lawyers, than in this State. How far individuals have a right to reclaim the soil flowed by the tide, is a question of importance and one which, in this town, within the last six months, has been the subject of much investigation and controversy. Mr. Angell's work upon Water Courses, is highly creditable to his talents, and has received the approbation of those eminently qualified to decide upon its merits, and warrants the opinion that the projected treatise will be a valuable acquisition to the law learning of the country.
