MILAN, May 18.
The inhabitants of this city assembled on the square in front of the Cathedral, to hear the patriotic speeches of several orators. The music of Milan played the cherished tunes of Liberty; Ca Ira, the Marseilloise, and the Carmagnole. The people afterwards swore to live free or die; hatred to royalty, &c.
I was this morning in the popular society. Discourses breathing a great deal of patriotism were pronounced here; They denounced a libel, which was said to have been published by the monks and the nobles with a view to deceive the people. In another society they said that the arch duke who had thought fit to run away had sent word that the Emperor had made Peace with the French, and that he would soon return to bring all those to reason who had dreamed of declaring themselves a free people.
All this does not discourage the patriots of Milan; on the contrary, it renders them still more vigilant. I feel inclined to hope, that they will succeed in their generous undertaking, and that the satellites of despots will do best to make a journey to Germany.
I shall send you, by the next post, the speech of the president of the society, and also a patriotic song which was handed to me.
The citadel has not surrendered yet; but I believe it will soon be besieged and easily taken.
CITADEL OF MILAN.
The French have imposed upon the Milanese a contribution of 20 millions. Buonaparte and Salicetti do not take any active part in the revolutionary proceedings. They, however, seem to have gone too far for the Milanese to retract, or the French to abandon them. The citadel has not yet been attacked. It is said, that there is in it a garrison of 3000 men, but the French do not propose to lay a regular siege, in order to delay their progress as little as possible.
MAY 23.
The French have kept up a heavy cannonade upon the fortress of this city for several days; the fortress has returned a cannonade equally brisk.
REQUISITIONS
of all kinds have commenced here. Among other things, all the saddle horses have been put in requisition. A new Municipality and Popular Societies have been established. Various proclamations have already been issued. One dated the 19th of May, states that to the victories, and to drive the enemy entirely out of Italy, it was necessary that provisions should be immediately furnished. In consequence, a sum of 20 millions of livres has been imposed upon Austrian Lombardy. The epochs of the payments are to be determined by particular instructions.
MAY 26.
The Austrian commandant of the citadel of Milan, General Salis, who has 4000 men under him, has replied to the third summons of the French, that he will defend the place as long as a man is left him.
The spirit of liberty makes every day a rapid progress. The Republican festivals contribute to draw the Lombards from their torpor, and to incite the popular enthusiasm. The people every where declaim against the Austrian despotism, and vow never to return to it. The Nobles, the Priests, and even the women, employ themselves in considering the means of establishing liberty, but the popular societies contribute the most effectually to animate the people in the defence of their rights, and to annihilate the royal and aristocratical despotism. The Republican spirit is not confined to the bosom of the capital. It spreads peacefully through the rest of the Milanese and Lombardy. Pavia, Lodi, Cremona, and the other towns, hasten to follow the example of Milan. Every thing announces, that the revolution will be speedily accomplished, if a peace between France and the Emperor happens not all at once to arrest the progress of patriotism.
A proclamation has been addressed to the Milanese by General Buonaparte, which proves that the French, to aid their progress, are obliged to have recourse to the system of Terror. Talking of the insurrection at Pavia, Buonaparte writes thus to the Directory:
'...As three times the order to set fire to the city had escaped my lips, when I beheld the garrison of the castle arrive, who, breaking their fetters came with cries of joy to embrace their deliverers. I ordered them to be called over; not one of them was wanting. If the blood of a single Frenchman had been shed I would have erected on the ruins of Pavia a column, upon which I would have inscribed "Here the City of Pavia was!" I had all the Municipality arrested, 200 hostages, and sent them into France. Now every thing is perfectly tranquil; and I believe this lesson will be sufficient for the government of all the people of Italy."
