OF THE SPANISH WAR.
Accounts from every quarter of the British and Spanish settlements, announce the greatest preparations for WAR. A letter from Jamaica, of a late date, says, it is the decided opinion of our Commander here, that a War is inevitable. Notwithstanding these preparations for war, negociations were still going on between the two Courts, and messengers continually passing and repassing.--The result we must leave to time to develope. In the mean time, if we may hazard a conjecture, it is not at all probable, that the Court of Spain will so readily accede to the terms of peace, proposed by the Court of Britain, as some accounts would have us believe. And we are not certain, but similar motives may induce both Courts to let loose the dogs of war.
Better to fight with their enemies, than turn their arms against "the powers that be." Both Courts dread the influence of Liberty--both dread its progress--but both will, assuredly, feel its effects. Like the Sun, its rays will dart through the dark clouds of tyranny and superstition. Slavery, in every shape, shall fly before it--inquisitions, test acts, with the etcetera of clerical oppression, and every thing which fetters the human mind, shall crumble to nothing before it--and thus the glorious period be introduced, when the Messiah shall establish his throne upon earth, and reign King of Nations.
The dissolution of the British Parliament on the 11th of June, and the call of a new one, immediately, is a WAR-LIKE feature.
If a General War should take place, in Europe, a more magnificent, or rather, if we suffer ourselves to reflect on the miseries of war, a more awful spectacle will be displayed than was ever exhibited to the world. The scene of action will be more enlarged, the parties contending more numerous, and the stratagems and machinations of war more various and effective. Three quarters of the globe, and almost every kingdom in Europe will be engaged in the wide conflict. On one side, we may arrange Tippoo Sultan, who has already commenced war on the ally of the English the King of Travancore, the French, the Spaniards, the Italians, the Austrians, with their German allies, and the Russians;--on the other, Turkey, Sweden, Holland, Poland, the Prussians, with their German allies, and Great-Britain. Happily situated out of the vortex of this scene "of pell-mell havock and confusion," every principle of interest must induce the United States to observe a strict neutrality--and by cultivating the earth and the arts of peace, become a granary to supply the wants of the elder world, and an asylum to its unhappy citizens.
The Spaniards claim the Territory on the Northwest coast of America, in consequence of-a Bull of the Pope--but the infallibility of this gentleman's bulls is very much doubted of late.
The Spanish Commodore, Don Martinez, who captured the English vessels at Nootka Sound, took possession of the coast in 1774--some time before Captain Cook arrived there--and the silver spoons mentioned by the latter to have been seen there, were pillaged from Don. Martinez by the natives.
