A JUDICIAL DECISION.—A dispatch from St. Louis of the 29th ult, says Judge Glover, of the criminal court of this city rendered the first decision to-day on the President's Proclamation. He decided that it was valid, and accordingly, a negro belonging to a rebel, who had been arrested under a State law for leaving his master, is to be unconditionally discharged. This decision, if sustained, leaves Missouri rebels without slaves. It has the furthest bearing on the emancipation question in this State.
