Britain Awaits Emergency As War Isolation Efforts All Collapse

LONDON, July 21. (UP)—Prime Minister Neville Chamberlain asked all cabinet ministers to remain in Britain through vacation season because of the danger of the international situation, it was learned today.

British move of caution after Premier Benito Mussolini of Italy last night had shot the "last chance" to salvage the Spanish non-intervention project.

Threat of a general war in Europe and dissolution of the non-intervention committee followed Ambassador Dino Grandi of Italy informed other key representatives of powers meeting at the foreign office that Italy refused to discuss the withdrawal of "volunteers" from Spanish battlefronts.

Grandi's announcement deadlocked the session and forced its adjournment "sine die" because Britain and Russia refused recognition of the Spanish Nationalists as belligerents until foreign soldiers are out of Spain, particularly the organized German units fighting for Nationalists.

Germany supported the Italian refusal to discuss the withdrawal of volunteers, thereby maintaining solid Nazi-Fascist support of the Spanish insurgents.

Franco, insurgent generalissimo, wants belligerent rights for Francisco Franco, Grandi said the question of volunteers must be considered before any discussion of volunteers could be undertaken.

The nine powers were sharply divided.

Sweden, France, Denmark, Belgium and Czechoslovakia supported the British contention that foreign "volunteers" be withdrawn from Spain immediately while Fascist-minded Portugal swung to the side of Italy and Germany.
