BOSTON, April 28.
The principal articles on which some members of a certain Hon. Body, ground their opposition to the Assumption of the State Debts, are, "The Penobscot Expedition, and the South-Carolina Frigate"--and this too because the one failed, and the other was captured. If such paltry, local ideas are permitted to influence the "Rulers of the free," the eulogiums on "Deliberative Assemblies" so often pronounced, will not appear quite so well founded as Utopians have so fondly imagined them to be. While on the one hand, blame may be laid at the doors of the Southern Members, for some part of their conduct, it will be confessed, on the other, that the proceedings of some of the Northern Members, hath not been blameless. Why did they not join in the postponement of the slave business, until the far more important business of establishing public credit, was finished? Let them answer this.
