HOUSE OF DELEGATES.
Tuesday, December 10th, 1811.
A petition was presented and read from a number of persons residing in the counties south of James river, complaining of injuries to the Manchester Turnpike Road, occasioned by the great weight of the loads of coal-waggons, and the narrowness of their wheels; praying, therefore, that some mode may be devised to remedy such evils by compelling those who carry such enormous weights, to use broad wheels, or that all waggons over a certain weight, say 3500 pounds, (not having broad wheels) shall pay a toll increased in proportion to that weight; also
A petition of the citizens of the town of Leesburg, and sundry inhabitants of the county of Loudoun, that a law may pass authorising a lottery for the purpose of paving the streets of said town:
A petition of Newton Ford and others, owners of land in the county of Cumberland, on Appomattox river, near the mouth of Little Guinea, praying that twenty acres of the said land may be divided into lots, and establish a town by the name of Felixville;
A petition of sundry owners of unimproved lots, and others of the town of Lynchburg, praying an allowance of further time to build on and improve such lots;
A petition of sundry inhabitants of the lower end of Louisa and upper end of Hanover counties; praying that part of the said counties be added to the county of Goochland;
A petition of sundry inhabitants of the counties of Campbell, Bedford, Botetourt, Greenbrier and others, praying that a law may pass to incorporate them a company for the establishment of the Great Western Turnpike Road from Hunter's, on the main Richmond road, through Lynchburg, the Peaks of Otter, Fincastle, and the Sweet Springs, to Lewisburg, or Greenbrier court-house; and
A petition from the 39th Regiment of Militia, residing in the town of Petersburg, praying that the training of the officers of the said Regiment, by the brigade inspector, be directed by law to take place hereafter, in the said town, instead of at Dinwiddie courthouse; and in the Spring of the year, annually, instead of the time now appointed by law:
Ordered, that the said petitions be referred to the Committee of Propositions and Grievances; that they do examine the matter thereof, and report the same with their opinion thereupon to the House.
The order of the day, for the House to resolve itself into a committee of the whole House on the state of the commonwealth, being read, was postponed until to-morrow.
And then the House adjourned until to-morrow 12 o'clock.
Wednesday, Dec. 11.
Ordered, That Messrs. Leigh (of Dinwiddie) Daniel (of Cumberland) and Pope be added to the committee of Propositions and Grievances; and Messrs. Severn E. Parker, Coleman (of Caroline) and Billups, to the Committees of Courts of Justice, Propositions and Grievances, and Claims.
Mr. Noland, from the Committee of Propositions and Grievances, according to order, presented,
A bill "Authorising the President and Directors of the Bank of Virginia, to establish an office of Discount and Deposit in the town of Lynchburg, and for other purposes;"
which was received and read the first time, and ordered to be read the second time.
On motion, the said bill was now read the second time, and ordered to be referred to the committee of the whole House on the state of the Commonwealth.
Mr. Leigh (of Dinwiddie) gave notice that on Tuesday next, he should make a motion for the House to resolve itself into committee of the whole House on the state of the commonwealth, for the purpose of taking the said bill into consideration.
Mr. Noland, from the Committee of Propositions and Grievances, made a further report, as follows:
The Committee of Propositions and Grievances have according to order, had under their consideration sundry petitions to them referred, and have come to the following resolutions thereupon:
1. Resolved, as the opinion of this committee, that the petition of sundry inhabitants of the county of Harrison, praying that all that part of their said county contained within the following bounds, to wit: beginning at the mouth of Buckhannon river, including all its waters on the west side to the head of Hacker's creek, thence the dividing ridge, including its waters to the head of Boid's run, thence crossing the west fork, thence the dividing ridge including all the waters of the Two Lick Run and Kinchaloes creek, to the head of the right hand fork of said creek, thence west to the Wood county line, thence south including all Harrison to the beginning, may form the separate and distinct county, in reasonable.
2. Resolved, as the opinion of this committee, that the petition of sundry inhabitants of the counties of Lee and Russell, praying that all that part of the county of Lee, which lies east of a line to be run due south, from the mouth of Stock creek, to the top of Clinch mountain may be added to and made a part of the county of Russell, is reasonable.
3. Resolved, as the opinion of this committee, that the petition of Thomas Macen, of the county of Orange, praying that an act may pass, authorising him to erect a toll bridge at his mill, across the Rapid Ann river, is reasonable.
Resolved, as the opinion of this committee, that the Petition of the officers of the eleventh, and one hundred and nineteenth regiments of Militia, praying that an act may pass for dividing the Brigade to which they belong, is reasonable.
