BERLIN, May 21.—Reichsführer
Adolf Hitler told the German na-
tion and the world tonight that
Germany will demand the return
of her lost colonies and full equal-
ity in all respects with other na-
tions, but has no intention of going
to war or entering an armaments
race.

In an eagerly awaited speech to
a packed session of the reichstag
in the Kroll opera house, which
was broadcast to all Germany and
to leading foreign nations, Hitler
gave a thorough exposition of his
foreign policy, embodied in 13
points.

He declared that Germany is
ready to participate in a collective
system of security to guarantee
European peace.

Germany, he said, has every
right to re-arm despite the Versail-
les treaty, because the other sig-
atory nations have already scrap-
ped the treaty by not keeping their
pledge to disarm to Germany's ley-
el.

Regarding
Germany's current
building-up of a submarine force
—also prohibited by the treaty—
Hitler said Germany would accept
elimination of submarines 'in case
of equal international regulation.'

BERLIN, May 21. (U.P.)—The cab-
inet today passed Adolf Hitler's de-
fense law providing for a Germap
conscript army in violation of the
Versailles treaty.

The cabinet acted before the
reichstag convened at 8 p. m. Her-
mann Wilhelm Goering, minister of
propaganda, opened the proceedings
with greeting to the Saarland dep-
uties, sitting for the first time. The
representatives of the restored
province were greeted
with loud
cheers.

service for Germans.
