LET every one look over the flagrant despotism of a late Governor of the Massachusetts, in New England, and compare his administration with the most oppressive sceptre of the Stuarts, and he must, whether he will or no, be convinced, that, all circumstances considered, a more provoking, wanton exertion of power, is not to be found in our annals.

Such are the merits of Sir Francis Bernard, that in the opinion of the French and English parties, which now divide the people of this island, he must either richly deserve a Garter or an Halter.
