Vatican Refuses Diplomatic Relations with the New Portuguese Republic.
NUNCIO IS NOW RECALLED

Rome, Oct. 22.-The Vatican has severed all diplomatic relations with the provisional government of Portugal. Manager Tonti, papal nuncio at Lisbon, has been summarily recalled by the papal secretary of state, Merry del Val, and today is in Paris on his way to Rome.
Notice of the recall of the Nuncio was given today in the Observatore Romano, the official organ of the vatican, which officially explains the drastic procedure on the ground that it was forced by the hostile attitude of the republic toward the Roman church.
In diplomatic circles here the severing of official relations between the Vatican and Portugal is accepted as proof that the Braga government rejected the vatican's offer of recognition of the republic in exchange for leniency toward the religious orders in Portugal. The program of expulsion of nuns and monks and confiscation of the property of their orders now will be enacted with the utmost vigor in all parts of Portugal, it is predicted.
