U-BOAT WAR TO BRING
ENGLAND TO HER KNEES
[BY MORNING JOURNAL SPECIAL LEASED WIRE]
Amsterdam, Sept. 12. Admiral von Scheer, chief of the German admiralty staff, is quoted by Dr. Wildgrube, conservative member of the reichstag, according to a Dresden dispatch printed in the Cologne Gazette, as having said in the course of a speech:
"You may say to the country with a good conscience that I do not doubt for a moment we shall bring England to her knees by submarine warfare. Only I will not bind myself to a definite date."
