it is only six years since the monarchy was replaced by a republic. The fearful wastefulness of the old monarchical regime had left us a heavy financial indebtedness compared with the resources of the country. Moreover, Portugal had not been at war for a hundred years, and it had got out of the way of supporting a large and effective army and navy. But with these drawbacks, the war was undertaken vigorously when once forced upon us. A large and well disciplined army was organized and some 50,000 men have been sent to the front, a considerable part of them to the western front in Europe, and a large force to our colony in Africa."

When the minister was asked as to the military situation in Portuguese Africa he said:

Military Situation.

"We have pushed forward into German East Africa until our troops now hold a considerable portion of the German colony. The English and Belgian forces had already advanced had already advanced from the north and west, taking large sections of country, so that with these losses of territory to our troops and to our allies, Germany's colony of East Africa is practically at an end. There is still some resistance in the west, but in the main German East Africa has passed into the possession of English, Belgian and Portuguese troops."
