Paris, Jan. 1 -- Premier Briand resigned today. President Millerand accepted Briand's resignation. The entire cabinet went out of office with the premier.

Hits Like Great Bombshell

Washington, Jan. 12. - The resignation of Briand as premier of France was received with almost bombshell effect in arms conference circles, his action being considered to have great effect on the decisions already reached or about to be reached.

Speaks to Chamber Deputies.

Paris, Jan. 12. - Premier Briand who arrived this morning to consult the cabinet regarding the Cannes negotiations will speak in the Chamber of Deputies this afternoon with the full support of his cabinet behind him. It was stated after his meeting with the cabinet this morning.

Briand convinced the cabinet, it is learned, that the Anglo-French pact was the best thing obtainable in the way of reestablishing French security and, it was added, the entire cabinet was unanimously behind the pact and would go into the chamber of deputies to stand or fall with the treaty.

Briand put the Anglo-French pact the question of postponement of German reparations payments and the Genoa conference squarely up to the chamber in the bluntest terms.

"I am merely making these explanations to you. Don't ask approval or refusal. Here is France's security. Take it or leave it." he said.

In the course of his speech he said the United States had agreed to participate in the Genoa conference.

On the subject of participation in the Genoa conference Briand declared "It is inadmissible that France should be absent from the conference, which is purely financial and economic."

He stated that the reparations commission had agreed to grant a moratorium for Germany on the reparations payments.
