For a National Police Force
Richard Enright, former police commissioner of New York City, did not exactly establish himself as a giant of man while he held office; nevertheless, his recent suggestion for a national police system, in which city and state police organizations would come under some measure of federal regulation, is worth a jot of study.
The criminal in America is greatly helped by the fact that each police force is a separate unit. Any cooperation between the forces of two different cities is entirely voluntary. Our decentralized system gives the crook an easy out advantage.
It is only necessary to contrast ordinary police work with the work of the postal inspectors. The man who robs the U. S. mails is almost always run to earth, sooner or later. Why? Simply because he is up against a national police system, which can cover the entire country nationwide so efficiently.
