MINIATURE MECHANISM. - The Philadelphia Ledger states that a model locomotive engine has been constructed by Mr. William Norris, Jr. of the most elegant kind, intended as a present to the emperor of Russia. It is only 22 inches in length, and about one third that size in breadth; and perfect in all its parts. On Saturday, Mr. Norris was visited by the minister of Russia, his family and suite, accompanied by Mr. Dallas, to view the performance of the little engine. It was set in motion on a circular railway, attached to a burden car containing 450 lbs. and drew the load with swiftness and ease. The well earned fame of Mr. Norris in Europe, induced the Emperor of Russia to signify, through his Minister at Washington, that such a present would be acceptable. "A word to the wise," &c.
