THERE IS NO FILIPINO NATION.

President Schurman Makes a Forcible Utterance Regarding Our New Possessions.

President Schurman, of the Philippine Commission, touched the fatal defect in the anti-expansion contentions when he said in his Ithaca utterance:

"The insurrection is not a national uprising. There is no Philippine nation. There is a multifarious collection of tribes having only this in common, that they belong to the Malay race. The multiplicity and heterogeneous nature of the tribes is something astounding. Over 60 different languages are spoken in the archipelago. The speech of one tribe is unintelligible to its neighbors."

These facts go to the heart of the whole controversy. There is not and there never has been a Filipino nation. If the people who have so much to say about Filipino independence would investigate the real conditions they would be compelled to see that there never has been any power with which the American Government could treat.
