The Rawlins Penitentiary Bill Safely Runs the Gauntlet.
The bill introduced by Mr. Brooks, making an appropriation for the Rawlins penitentiary building, has passed both houses, and that structure, which has stood in an embryotic state for the last four years, will be completed.
The bill provides for a tax levy of three-fourths of a mill in 1893 and one-half mill in 1894 on each dollar valuation of taxable property in the state.
This will give about $25,000 this year and about $16,500 next year, that is, providing the state valuation does not increase, in which case it would be more.
As very little tax money is received before November and the different county treasurers do not turn over to the state treasurer until the first of January, there will be no available cash, as a result of the bill, before the 1st of January, 1894, and the levy for '94 will not be available until the first of the year '95. Work on the building, however, will doubtless be commenced the coming summer and be carried on as far as this year's levy will permit, as a responsible contractor can easily receive help from our bonded institutions to carry him until the money from the levy is in the state treasury.
The building will be completed as originally planned, and the outer walls be built of the Rawlins famous gray sandstone, and when completed will present as fine an appearance as any public building in the state.
The governor has appointed D. H. Craig, I. C. Miller and A. McMicken as a board of penitentiary commissioners.
