SIMS HAS FOUND LIFE
WORK AT WAR COLLEGE
Vice Admiral Sims, commanding
American naval forces in European
waters, has been authorized by Secretary
Daniels to return to the United
States in the latter part of March, provided
nothing develops in the international
situation which requires the officer's
continued presence in Europe.
Mr. Daniels said that Admiral Sims,
who has been assigned as president of
the Naval War College at Newport, R.
I., had recommended that the college
open May 1 this year, instead of June,
and that he had approved it.
The secretary added that he believed
Admiral Sims, in selecting for himself
the assignment to the Naval War College,
had elected this as his life work.
Very complete and comprehensive
plans for the expansion of the Naval
College have been laid by Admiral
Sims and will be carried out under
his direction. Among other things it
is proposed to add a correspondence
course. Eventually, Mr. Daniels said,
no man would be appointed to flag
rank in the navy who had not graduated
from the college, though it
might take ten years to work out that
policy.
