CITY COUNCIL.
(Regular Meeting.)
COUNCIL CHAMBER, CAIRO, ILL. )
December 11th, 1877. )
Present--Mayor Winter, and Aldermen Foley, Halliday, Lancaster, O'Callahan, Rittenhouse, Thistlewood, Wood, Wright and Yocum-9.
On motion of Alderman Thistlewood, the minutes of last meeting were approved without reading.
REPORTS OF CITY OFFICERS.
The report of city comptroller, to whom was referred report of the city treasurer at last meeting for the month of November, was submitted and, on motion of Alderman Wood, received and ordered filed.
COMMITTEE REPORTS.
The Committee on Streets reported under resolution adopted at a regular meeting held on the 4th inst., authorizing them to take into consideration the construction of a new bridge across Cache river, and the employment of competent persons to assist in preparing plans, &c., that they had employed John P. Hely, for and in consideration of the sum of fifty dollars, to make the necessary survey, estimates, plans and specifications for said bridge.
On motion of Alderman Thistlewood, report was received and ordered filed. The same committee reported under resolution adopted and referred to them at last meeting, relative to the filling and grading of certain portions of 19th and 20th streets and Washington avenue, that the specified streets had within the past two years received their full proportion of improvements, and that all necessary repairs would be kept up in said streets as in other parts of the city, also that the appropriations for streets was exhausted, and asked to be discharged from further consideration of the resolution.
On motion of Alderman Thistlewood the report was received and the committee discharged.

The following claims against the city were reported back by the committee on claims, recommending payment in full of same.

On motion of Alderman Lancaster the above claims were allowed and ordered paid by the following vote:
Ayes--Foley, Halliday, Lancaster, O'Callahan, Rittenhouse, Thistlewood, Wood, Wright and Yocum--9.
The following claims were reported back by same committee recommending payment as follows, viz:
J Cooke & H Dunker, reconstructing 50 lineal feet sidewalk, on southerly side of 1st street, between Commercial avenue and Levee street, at 68c $134 40
The Committee recommending payment less twenty-five per cent to be retained for completion and acceptance of work.
John Reeve, costs of suit, City
The Committee recommending that four dollars and forty cents be allowed in full, being the amount less transcript fees. $4 40
John A Reeve, costs of suit, City of Cairo vs. Mike Dugan...... $13 75
The Committee recommending that eight dollars and ninety cents be allowed in full, being less the fees of J. J. Bird, Police Magistrate. $8 90
Wm. Q. McGee, percentage on fines collected. $16 20
The Committee recommending that the fee bill of Alexander county circuit court in the case of the City of Cairo vs. Geo. H. Leach, amounting to eight dollars seventy cents, be deducted, and that seven dollars and fifty cents be in full payment of bill. $7 50
Wm. Q. McGee, percentage on fines collected in September.... $8 50
The Committee recommending that four and 40-100 dollars be deducted for amount of costs in the case of the City of Cairo vs. Fred. and H. Sticher, wherein non-suit was taken, allowing four dollars in full payment for said bill. $4 00
On motion of Alderman Wright, the bills were allowed and ordered paid as recommended by the Committee, by the following vote:
Ayes--Foley, Halliday, Lancaster, O'Callahan, Rittenhouse, Thistlewood, Wood, Wright and Yocum--9.
Nays--none.
The Finance Committee reported that they had destroyed cancelled scrip by burning the same to the amount of $2,242 81.
On motion of Alderman Thistlewood, report received and ordered filed.
The report of the Committee on Police, Jail and Fire Departments, to whom was referred at last regular meeting, petition of the Rough and Ready Fire Company, praying for the purchase by the city of 550 feet of hose, was submitted. Alderman Wright moved that the report be received and the city clerk instructed to open correspondence with dealers or manufacturers of hose, and ascertain the lowest figures such hose as is needed can be obtained at, and report to the city council at next regular meeting.
Alderman Wood moved to amend by laying over to next meeting--adopted.
On motion of Alderman Wood, laid over until next regular meeting.
CLAIMS AND ACCOUNTS.
A. Comings, fees from April 1, 1876 to May 1, 1877, as per report filed. $198 65
On motion of Alderman Wood, referred under rules to committee on claims and accounts.
RESOLUTIONS.
Alderman Halliday introduced the following resolution and moved its adoption:
Resolved, That the Clerk is hereby instructed to transfer to the street fund the following:
From the drainage fund the sum of one thousand ($1,000) dollars; from sidewalk fund the sum of five hundred ($500) dollars; such amounts not being required in the last named funds: also that eight hundred ($800) dollars be transferred from Board of Health fund to salary fund; it not being required in said first named fund.
The motion to adopt prevailed by the following vote:
Ayes--Foley, Halliday, Lancaster, O'Callahan, Rittenhouse, Thistlewood, Wood, Wright and Yocum--9.
Nays--None.
By Alderman Foley:
Resolved, That the City Clerk be and is hereby instructed to purchase brick for the repair of brick sidewalks on the corner of Seventeenth street and Commercial avenue.
Alderman Halliday moved to amend by instructing the Committee on streets to repair brick sidewalks in such manner as they may deem best.
Amendment adopted, and the resolution as amended, adopted by the following vote:
Ayes--Foley, Halliday, Lancaster, O'Callahan, Rittenhouse, Thistlewood, Wood, Wright and Yocum--9.
Nays--None.
MISCELLANEOUS BUSINESS.
The report of A. Comings, Justice of the Peace, from April 1, 1876 to May 1, 1877, was submitted, and, on motion of Alderman Wood, received and referred to the Committee on Police, Jail and Fire Department,
The Mayor stated that under the resolution adopted at the last regular meeting, increasing the police force one number, and acting thereon, nominated John Hogan.
The nomination was confirmed by the following vote:
Ayes--Foley, Halliday, Lancaster, O'Callahan, Rittenhouse, Thistlewood, Wood, Wright and Yocum--9.
Nays--none.
On motion of Alderman Wright, the Council adjourned.
