"Our Magistracy determined yesterday, on the repeated Threats of the two allied Powers, to acknowledge the territorial Rights of Prussia over this Port, provided Prussia would declare the Conditions on which the Use of the Port is to be secured to the Town. The Russian Minister, Count Golofkin, said that he had Orders not to accept of that Resolution.

The Prussian Privy Counsellor, M. Reichard, insisted upon the Answer being plain, Yes or No. This Afternoon the States held their Assemblies again, to choose which Answer they should give, but broke up without concluding on either."
