FOREIGN.—By the ship Alexandria, from Liverpool, the 10th March, and the Columbia, at New York, from London, advices are received to the evening of the 12th from the latter place. The Corn law project was before the Commons. The Catholic question was decided on the 7th, 272 for emancipation, and 276 against it. Gen. Clinton, in Portugal, is said to have sent off reinforcements.

The stock opened on the 12th at 82, and closed at 81 3-8. The reports on Change were—"the resignation of Mr. Canning, the Chancellor of the Exchequer, and Mr. Huskisson" "five thousand additional troops to be sent to Portugal"—"War news from Spain" "a rebellion in Ireland," &c.

The Globe says—"There is no truth in the rumours which have been circulated of the resignation of Mr. Canning, nor is it believed that any thing is yet settled as to the future Ministry. One of the arrangements talked of, is that Earl Bathurst will be first Lord of the Treasury—that Lord Palmerston takes a seat in the Cabinet, with the office of Secretary of the Colonies, and that Mr. Wynn will go to India. It is supposed Lord Colchester will be the new member of the Cabinet."

London.—Considerable business was done the week up to the 9th in E. I. Cottons.—10,000 bales Surats were for sale the 23d.

Liverpool The week up to the 10th. a regular demand for cotton at previous rates. the market remaining without decided change.—Weekly sales 13,020 bags.
