Upon the first session of the legislature under the new Constitution, will devolve the duty of fixing the future policy of the State, on all the great leading questions connected with the prosperity of the people, and the full development of the natural advantages of our position as a State.
Among the many important questions that must come before the Legislature this winter, for arrangement and discussion, will be, the adoption of a financial system suited to the times and the wants of commerce, the organization of the Judiciary, the Public School and the Internal Improvement system; the disposition of the Swamp Lands, and the proper application of the proceeds thereof: the encouragement and aid of the State to works of public improvement and utility. Now, upon all these, and many other questions, which I have not the time nor you the space, to mention the very best talent of the State should be called to act.
The building of Railroads, Plankroads, Canals, and other works of public improvements, is more closely connected with the future greatness and growth of our State than any, and all other subjects combined, and these can never be accomplished (except to a limited extent,) without the fostering care and cordial support of the State Government. Look at our prosperous neighbors all, around us, and ask how it is that they are far ahead; the answer is, their Legislature have been wise and liberal, they have concentrated their efforts and united their energies, all putting their shoulders to the wheel as one man, forcing the car of improvement over every obstacle and through every difficulty, they have not allowed a debt of a few thousands or a few millions of dollars to frighten them from their purpose, but have moved steadily on, expending hundreds and thousands and millions developing the wealth of their several States, and adding to the aggregate wealth and general prosperity of the country.
Bring out men of enlarged views, who have the will as well as the capacity to take hold of these mighty subjects, and set them fairly in motion, and there will be no trouble to elect them. Without such candidates—success would be the worst defeat.
