A few days ago Capt. O'Brien, a representative from the city of Philadelphia, (formerly United States' Consul at Algiers) offered a resolution to the house of representatives for obtaining information relative to the ordnance and military stores of that commonwealth, as well as of all fortifications, &c. within the same. Mr. O'Brien prefaced it as follows:
"Mr. Speaker, I have the honor of submitting some resolutions to the house.
1st. In times like the present, with heavy clouds to the North East, and expecting European squalls; troops and fleets in Nova Scotia and Bermudas, therefore this is the time to prepare to try men's souls.
In peace Pennsylvania is like a merchant vessel in times of squalls. This state must be a ship-of war. Are we prepared to meet the event? Are we prepared with cannon, powder, muskets, shot, &c. determined to live free or die?
We have now peace and plenty. Let our first care be to have the means of securing the same.
A city valuable as Philadelphia is, worth 3 or $4,000,000, should be strongly fortified and secured against the attempts of the king of the Sharks and great Mogul of the Tigers."
