The Rebel Congress Money and Peace.

Mr. J. T. Leech, one of the North Carolina members of the rebel congress, elected as a peace man and conservative, presented resolutions in the house on the 23d that raised quite a storm. The resolutions state that secession was resorted to because Congress had passed unconstitutional laws, and ask the confederate president to appoint commissioners to propose an armistice of thirty days to the federal authorities, preliminary to negotiation upon state sovereignty and independence; if the federals agree to the armistice, each confederate state is to choose commissioners to meet the federal commissioners and negotiate for such terms of peace as will be consistent with the honor, dignity and independence of the states, and compatible with the safety of our social and political rights. Mr. Leech said there were not wholly his views, but the views of his constituents and a good portion of the people of North Carolina. The resolutions are somewhat vague, but the discussion shows that they were understood to mean that Mr. Leech and the peace party with which he acts, are willing to return to the Union if the independence of the states, as they understood it, is guaranteed. Foot of Tennessee was for treating the proposition respectfully and referring it to the committee on foreign affairs. After stormy personal discussion, of which the Richmond papers give a very imperfect account, the resolutions were laid on the table by a vote of 62 to 22. Nothing could come of such a proposition, if the rebel congress had passed it except to give our copperheads another means of demoralizing public opinion, but it is something to know that members of the rebel congress dare to talk about peace and hint the possibility of a return to the Union.

On the 20th, Mr. Memminger, secretary of the rebel treasury, sent a communication to the Senate, saying that the campaign would cost $300,000,000, and call for $100,000,000 in specie.
