IN LIBERIAN GOVERNMENT
MONROVIA, Liberia, May 21 (ANP)--The recent proclamation issued by President William V. S. Tubman explains the appointment of Walter F. Walker to the newly created cabinet position of secretary of the department of public works and utilities. Mr. Walker prior to that appointment had been the consul general in the United States with offices in New York.
President Tubman's announcement said he was acting by virtue of the power given him by the legislature and which granted to the president "special emergency powers for the duration of the prevailing war and six months thereafter" and that he was establishing the new department by the authority with which he had been vested.
The new department will deal with the special missions sent over by the United States Foreign Economic mission, the U. S. Special Health and Sanitation mission, the United States Agricultural specialist and importantly, the harbor construction personnel which is building the $2,500,000 harbor under the supervision of the U. S. navy. It will have control of all labor for public works, agricultural and industrial development; construction and maintenance of roads, public buildings, bridges, wharves, harbors, saw mills and surveys; will control and direct electric power stations, water supply, city planning, forestry and sanitary engineering.
