The arrival of the brig Merced, Captain Russell, from Alvarado and Sacrificios, is announced in the morning papers. The Merced has on board his Excellency Don Pablo Obregon, Minister Plenipotentiary from the Republick of Mexico to the United States, his suite and servants—Don Miguel Garcia, Secretary of Legation from the Republick of Colombia to Mexico, and servants, and other passengers. Colonel Ignacio Bassadre, Officer of the Mexican Legation to Colombia; Mr. Charles Bollina, and Robert Manning, Esq. When the Merced sailed, every thing of a political nature was quiet, and the minds of the people generally perfectly at ease. General Victoria, it is thought, will be elected President, contrary to the expectation of a large majority of the people of the Republick of Mexico The votes stood at the last accounts from Mexico, viz.: Victoria, 11; Bravo, 6; scattering, 2. Only two or three more States to be heard from when the Merced sailed. Matters and things were also quiet between Vera Cruz and the Castle of St. Juan de Ulloa. It was sickly on board the shipping at Alvarado and other ports.
