The house again resolved itself into a committee of the whole on the bill to renew the charter of the Bank of the United States.

Mr. Barbour's motion for striking out the first section still under consideration.

Mr. P. B. Porter spoke at length in favor of it,

The question was then taken on striking out the first section and carried 59 to 46.

The committee rose, reported to the house; who adjourned without taking a question on the report.

SATURDAY, JANUARY 19.

After the reading of the journal the Speaker observed that he had a communication to make, which in his opinion required secrecy. The doors were closed about five minutes.

Mr. McKim presented the petitions of the mechanics, traders, &c. & Insurance Company of Baltimore praying the renewal of the charter of the Bank of the U. States.

Mr. Gardenier who this day took his seat presented the petition of the Insurance Company and United Insurance Company of N. York. Ordered to lie on the table.

Mr. Love offered a resolution for repealing part of the law of May 1st, 1800, directing the collectors to make deposition in the U. S. bank, &c. Ordered to lie on the table.

Mr. Mitchell, from the university committee, reported a bill for the encouragement of learning and the promotion of the useful arts. Twice read and referred to the committee of the whole.

Mr. Newton from the committee of commerce and manufactures reported a bill, the object of which is, to remit certain fines, penalties and forfeitures, incurred by infractions of the embargo and non-intercourse laws. Twice read and referred to the committee of the whole.

Mr. Lewis moved that the report of the President of January 15th, relative to the public buildings, be referred to a select committee. Carried, and a committee of five appointed.

The House then took up the bill to renew the charter of the U. S. Bank and adjourned at half past three without taking the question.
