Opium Fines of Two Skippers Refunded.

Collector of the Port Frederick Stratton at San Francisco was notified from Washington by the secretary of the treasury that the fines posted by the steamship companies for Captain H. E. Morton of the Mongolia and Captain H. S. Smith of the Nippon Maru for having contraband opium on their vessels were refunded.

The amounts of the fines in both cases had been reduced to nominal and were posted to allow the vessels to clear. The government can still proceed against the captains in civil suits to collect the amount of the fines.
