THE TWO LETTERS.
GOVERNOR TILDEN AT SARATOGA TO-DAY
-FINAL DRAFT OF THE LETTER.
SARATOGA, Aug. 1, 1876.--As soon
as the Democratic standard bearers
issue their letters of acceptance the
campaign will begin in earnest, and it
is the intention of the leaders to make
it the most vigorous and determined
campaign that has been carried on for
twenty years.
GOVERNOR TILDEN
will give his personal attention to its
general management, and the men who
will have more immediate charge of
the details have great experience in
political affairs, and will see that every
available element is utilized to make
the fight for reform signally victori-
ous.
Governor Tilden is expected here
this evening with the draft of his do-
cument, and then it will receive the
finishing touches, if any should be
needed.
GOVERNOR HENDRICKS
has been busy revising his own letter;
which is now substantially finished,
and is essentially in harmony with the
sentiments of Governor Tilden.
GOV. HENDRICKS AND SENATOR MORTON.
are the acknowledged leaders of their
respective parties in Indiana. That
both are shrewd politicians, and for
years the struggle between them has
been to obtain or preserve ascendancy
in the State. There is a large element
in both parties in favor of inflation and
Governor Hendricks did not deem it
politic to offend unnecessarily so im-
portant an element by taking so strong
a ground in favor of early resumption
of specie payments as he could have
conscientiously assumed, if deemed
desirable, because it is one of the
cardinal doctrines, of the Democratic
party that gold and silver are the
ONLY CONSTITUTIONAL CURRENCY
of the country and the government has
no legal right to issue paper money.
There is no purer patriot and no sound-
er Democrat than Gov. Hendricks.
It is reiterated here that the only dif-
ference of opinion that has existed
between Governor Hendricks and Go-
vernor Tilden has been as to the neces-
sity of some action on the part of Con-
gress, or at least of the Democratic
House of Representatives, looking to a
repeal of the resumption clause.
Governor Tilden, in his letter, will
demonstrate that
THE ST. LOUIS PLATFORM
does not pledge the party to immediate
repeal of the date of resumption, but
only pledges it to substitute measures
that would lead to practical resump-
tion at an early period. He thinks
that if elected, the policy of reform he
intends to carry would save $50,000.
000 a year, or perhaps a larger sum
than that, and that the surplus fund
thus created would enable specie pay-
ments to be resumed, before the end
of the second year of his administra-
tion. He thinks forced resumption
would
CREATE A PANIC,
and that after the Presidential election
shall be decided all parties will favor a
repeal of the clause fixing the date to
resume specie payments. He will put
the financial question so plainly and
explicitly in his letter, it is said, show-
ing the insincerity of the Republicans
in enacting the resumption clause that
the people cannot fail to see the wis-
dom of his position-namely, that a
return to specie payment will natural-
ly and speedily follow public prosper-
ity, resulting from honesty and econ-
omy in the administration of the gov-
ernment.
With reference to the
CONDITION OF THE SOUTH
Governor Tilden thinks that universal
amnesty is essential to the proper and
complete pacification of the disturbing
elements in the Southern States. He
believes that the leading men of the
South, who will remain disfranchised,
should be unconditionally, restored to
all the rights and privileges of citizens
because, accepting the issues of the
rebellion, they are better able to rep-
resent and guide the people of their
States than some of the men who in-
fluence them now, and at the same
time the Governor is inflexible in his
position that the rights and interests
alike of the negro and the white man
should be protected under the law.
